"Komsomolskaya Pravda" has published Wikileaks cables regarding the meetings of Russian human rights defenders and representatives of the right opposition with the representatives of the American administration.

These meetings took place at the American Embassy in Moscow. 

The cables give a lot of food for thought, and we would like to share some of it with you.


One of the cables talks about a meeting which took place on January 14, 2010 at the American Embassy in Moscow between Obama's representative in Russia Michael McFaul and Russian human rights defenders.  

This was not the first such meeting with the leadership of American administration.

Such meetings occurred earlier, for example, with Hillary Clinton were the human rights defenders expectedly complained about human rights abuses and characteristically insisted on the hardening of American policy towards Russian leadership. 

In another cable as of January 19, 2010, under the code name "Moscow 000305", the American ambassador, John Byerle [2008-2012],  informs the State Department about a meeting of the same McFaul with the leaders of the right opposition: Boris Nemtsov, Vladimir Milov, Vladimir Ryzhkov and also a representative of the party "The Right Deed" Georgy Goft.   

What was the topic of this discussion?

They discussed conditions which would ensure the departure of Vladimir Putin. 

The American ambassador wrote about the position of the Russian right:

"The Russian right opposition agreed that the goal of the opposition during the next two years, should be the work to prevent the return of Vladimir Putin to the post of the president. But according to their opinion only an emergency situation would bring about his demise."


According to McFaul, there is no other way, because most of the civil society in Russia "is still asleep", and most of citizens of the country are content with current situation. 

Let's make some conclusions.

The conclusion number one: the leaders of the radical right opposition  are discussing a change of Russian government with American representatives, which is scandalous in itself and causes a lot of questions. We could have guessed about it, but now it received a documentary evidence.

Conclusion number two: in order to achieve their goals, the radical right opposition needs an emergency situation in the country.

So while our country and our people have not yet recovered from a constant "emergency situation in 1990's", when the right and Boris Yeltsin were in power, as the opposition wants to plunge the country into another emergency situation. 

At his time, Boris Nemtsov putting dressed in an orange tie supported Yushenko and Timoshenko in Kiev, and declared that he was envious of the Ukrainian people: "Thanks to the Orange Maidan they will have democracy and happiness all around. Only if we could have the same!" - dreamed Nemtsov, holding his breath.

The results of the Orange democracy are well known - almost five years of emergency situation in Ukraine, economic collapse, a sudden drop of standard of living. 

Now Nemtsov wants the same for Russia in order to return to power.

In the face of McFaul, the Russian Right found a faithful listener.

"Deputinization must come from Russia itself" - told them Michael McFaul. [so now we know the purpose of his appointment for ambassador to Russia in 2012 - KR]

Although the American president does not openly support the civil society in Russia [he did support it, but not OPENLY], as the members of opposition would like to, he completely supports democratic reforms.

This looks like a direct coordination of the line of our opposition and American administration.

The representative of US president practically tells the right: you start first, and we will support you.

What can you say, this is the style of our right - to appeal to the US with the hope that the almighty America will either help them keep the power or bring them to power.


Lets remember who was the main outside support of the government of Boris Yeltsin and his "reformers" - of course, America. The same goes for other opposition members, such as Casparov and Kasyanov, who keep on shouting to the United States "Help, help!"

And of course the fact of such meetings and discussions at the American Embassy in Moscow speaks for itself.

"Komsomolskaya Pravda" rightfully notes:

"It is hard to imagine that the representatives of Democrats or Republicans would run to the Russian Embassy in Washington DC and tearfully beg; "Please be harder on our government" and without blinking formulate the task: "In order to come to power we need a collapse!"

American politicians don't do that as they consider themselves first of all a part of their country. But our right as evident during the Yeltsyn times, when they were in power, constantly and enthusiastically relied on the outside forces in order to subject their country to foreign models and foreign interests.

The citizens of Russia have realized this quickly and refused to support them, because even without the Wikileaks they understand very well, that the radical right in Russia is not so much Russian as it is American.

And this speaks for itself.

Kristina Rus:

Although the Russian opposition has christened itself as "The Union of the Right Forces", it is still commonly known as "the liberals" - this is characteristic of the Russian political spectrum.

It is easy to judge about a utility of any politician by the reaction to his death in the Western press and the State Department, from which it gets it's daily instructions. 

If they declare him a great loss to his country, you can bet he is a great loss to the State Department. 

However, it is unclear if the State Department understood that Nemtsov was unelectable, as he had admitted in his wiretaps: "I am from the nineties - it's like a sentence", when Nemtsov was #3 in the Yelsyn governmnet as a Vice Prime Minister. It is quite possible that Nemtsov realized that he could make more money working for the US interests, then in Russian politics, and he has a 90 million ruble apartment near the Kremlin to show for it. 

Nemtsov's unelectablility is another argument for the theory of a "sacrificial lamb", as Nemtsov was the most likely figure for such sacrifice, as he had no chances to become a Russian president with his shady past from the nineties and a rating of 2-4%. 

Ironically he himself was the mastermind of the idea that "only an emergency situation" can shake up Russian politics, and his murder falls into that category. 

That he was active in the opposition for a decade without any political chances may also speak for the fact that it simply became a lucrative business. His friend Irina Khakamada, said that Nemtsov lived of the money of the sponsors, which was plentiful. He also admitted in his wiretaps, that money was not an issue. Offering to fly another activist for an urgent meeting in a helicopter was not unusual, as was his high roller lifestyle and patronage of elite escort services.

Nemtsov made an excellent agent of the State Departmet, as he was brilliant (becoming a governor of Nizhny Novgorod at 32 years old) and was not burdened with too many moral principles.

Nemtsov's eloquence and charisma made it easy for him to persuade people, and only his actions (such as marching with  Ukrainian nationalists in Odessa after Odessa massacre and a complete disregard for the human rights of fellow Russians in Eastern Ukraine - he preferred to be obsessed about counting how many times Putin changed his watches) would revel his true intentions to the outside observer.

- Nikolay Platonovich, what issues you discussed in Egypt and the United Arab Emirates?

- In February, Cairo visited Russian President Vladimir Putin. The leaders of Russia and Egypt after the meeting instructed to hold separate consultations on strategic security issues. Egypt - a longtime partner of Russia. Its important role in the settlement process in the Middle East and North Africa is undeniable. It is possible to stimulate and finance extremist armed opposition. Our overseas "partners" obvious task to divide the Muslim world, at the same time weaken Russia and China.

Russia has in recent decades has accumulated considerable experience in combating the "color" revolutions. A number of laws aimed at strengthening the constitutional order, the protection of territorial integrity, counter-terrorism
and extremism. Russia solves an important problem for the patriotic education of youth, the development of civil society, the unity of the nation on the basis of common spiritual and moral and historical values. On all these issues, we are ready to provide the necessary advice to our partners.

- What does the position of Russia on this issue?

- Russia's position has been and remains unchanged. Division of terrorists into "bad" and "good" is not allowed. The fight against this evil must be carried out only in strict accordance with international law and UN Security Council resolutions. We have discussed the prospects of joint counter the terrorist threat.

- В феврале Каир посетил Президент России Владимир Путин. Руководители России и Египта по итогам встречи поручили провести отдельные консультации по вопросам стратегической безопасности. Египет - давний партнер России. Его важная роль в процессе урегулирования на Ближнем Востоке и в Северной Африке неоспорима. С Арабскими Эмиратами удалось также наладить доверительный диалог советов безопасности.
В итоге - мы обсудили региональные проблемы, их влияние на национальную безопасность наших стран. В первую очередь ситуацию в Сирии и Ливии, противодействие международному терроризму, экстремизму и «цветным» революциям.

- Вы употребили термин «цветные» революции». Существует ли такая угроза для России сегодня?

- Попытки повлиять на наши государства извне не прекращаются. В США это называют «усилиями по улучшению демократического положения». В Китае и во многих других странах мира, не понаслышке столкнувшихся с такими проявлениями, в обиходе термин «цветные» революции». Методы Вашингтона не меняются десятки лет. Они апробированы на постсоветском пространстве, странах Ближнего Востока и Северной Африки, других регионах мира. Продолжается финансирование оппозиционных сил под предлогом защиты прав человека и необходимости становления институтов гражданского общества. Параллельно вводятся односторонние экономические санкции. Это хорошо видно на примере антироссийской кампании, запущенной США под предлогом ситуации на Украине.

Очевидно, что Белый дом рассчитывал на резкое ухудшение качества жизни россиян, массовые протесты. Но у России накоплен достаточный запас экономической, финансовой, а главное, политической прочности, есть солидарность и поддержка со стороны зарубежных партнеров.

- Актуально ли противодействие «цветным» революциям для Египта и других партнеров России в регионе? Что Россия может предложить в практическом плане?

- Безусловно, в регионе по-прежнему высока угроза использования технологии «управляемого хаоса». Есть вероятность антиправительственных выступлений в интересах внешних сил. Не исключена возможность стимулирования экстремистских настроений и финансирования вооруженной оппозиции. У наших заокеанских «партнеров» очевидна задача разобщить мусульманский мир, одновременно ослабить Россию и Китай.

У России за последние десятилетия накоплен значительный опыт противодействия «цветным» революциям. Принят ряд законов, направленных на укрепление конституционного строя, защиту территориальной целостности, противодействие терроризму
и экстремизму. Россия решает важную задачу по патриотическому воспитанию молодежи, развитию институтов гражданского общества, сплочению нации на основе единых духовно-нравственных и исторических ценностей. По всем перечисленным вопросам мы готовы оказывать необходимое консультативное содействие нашим партнерам.

БОЕВИКИ ИГИЛа НАЛАЖИВАЮТ СВЯЗИ С ТЕРРОРИСТИЧЕСКИМ ПОДПОЛЬЕМ НА СЕВЕРНОМ КАВКАЗЕ

- К вопросу о терроризме. Считаете ли вы успешными усилия западной коалиции по борьбе с «Исламским государством»?

- Мы, в Российской Федерации, из уважения к исламу употребляем термин «Исламское государство» в кавычках, отдавая себе отчет, что пропагандируемый там радикальный экстремизм не имеет ничего общего с мусульманской религией. Данную организацию мы называем «международная террористическая организация «Исламское государство Ирака и Леванта».

Хочу также напомнить об истории. ИГИЛ уходит корнями во времена военной интервенции Запада в Ираке. Именно в тот период начала формироваться данная ячейка «Аль-Каиды». Впоследствии к ней примкнули отдельные суннитские группировки, а также ушедшие в подполье после американской оккупации бывшие иракские чиновники и офицеры.

Боевики «Исламского государства» прошли специальную подготовку на территории соседних с Сирией государств с целью свержения законного президента Асада. Результатом стало появление очередного террористического спрута, отличающегося изощренной жестокостью. По разным оценкам, под контролем ИГИЛа находятся территории до 90 тысяч квадратных километров.

Сегодня международному сообществу в очередной раз приходится сталкиваться с проблемами, возникшими из-за недальновидной политики Белого дома. К сожалению, сам Вашингтон, несмотря на громкие заявления, по-прежнему применяет двойные стандарты в борьбе с терроризмом. Складывается впечатление, что США вовсе не торопятся с уничтожением боевиков ИГИЛа, опасаясь облегчить положение Сирии и ее президента Асада.

- К чему сводится позиция России в данном вопросе?

- Позиция России была и остается неизменной. Деление террористов на «плохих» и «хороших» недопустимо. Борьба с этим злом должна вестись только в строгом соответствии с нормами международного права и решениями Совета Безопасности ООН. Мы обсудили перспективы совместного противодействия террористической угрозе.

Беспокоит увеличение зоны контроля боевиков в Ливии и начало там массовых казней. Не исключена активизация терроризма в других регионах мира. Подтверждаются данные о налаживании контактов ИГИЛа с террористическим подпольем Северного Кавказа. Данная информация будет учтена при принятии дальнейших решений, направленных на укрепление безопасности России и защиту ее национальных интересов.

Дополнительные шаги будут согласованы с партнерами по ШОС в ближайшие месяцы. Рассчитываем также на усиление координации действий России, Индии и Китая.

К сожалению, вынуждены констатировать, что антироссийская пропаганда Запада не способствует сплочению усилий мирового сообщества в борьбе с терроризмом.

ПОСТАВКИ ОРУЖИЯ КИЕВУ ПОДОРВУТ БЕЗОПАСНОСТЬ В ЕВРОПЕ

- Вы упомянули Украину. Как вы оцениваете текущую ситуацию? Разделяют ли Египет и ОАЭ российские подходы к урегулированию внутриукраинского кризиса?

- Мы ценим выверенную позицию египетских и эмиратских партнеров по поводу ситуации на Украине. Исходим из общего понимания того, что любые новые поставки оружия Киеву приведут к эскалации напряженности и подрыву европейской безопасности.

К сожалению, в самой украинской столице продолжаются массовые выступления националистических радикалов. Свое бессилие перед этой угрозой для всей свободной Европы власти пытаются скрыть, незаконно выдворяя из страны российских журналистов.

Сегодня в интересах мирового сообщества обеспечить предпосылки для последовательной реализации минских договоренностей от 12 февраля. Судя по итогам последней министерской встречи в «нормандском формате», такая готовность подтверждается.

Михаил Горбачев – корреспонденту «КП»: «Америка интерпретирует по-своему убийство Немцова»

- Это убийство - что-то из ряда вон выходящее. Словно вернулись в «лихие 90-е», когда решали проблемы перестрелками, - сказал «КП» Михаил Горбачев. - Я думаю, что причина убийства все-таки политическая. Другие версии не так тянут. Это политическая «акция». И провокация, и чтобы вызвать в обществе реакцию. Вызвать и посеять недовольство. Идут противоборства всяких политических сил, и кто-то подстрекает устроить такую «акцию», которая может вызвать реакцию в обществе и за пределами нашей страны. MOSCOW, March 4. /TASS/. When imposing sanctions on Russia, the United States hoped they will affect the life quality of Russians, Russian Security Council Secretary Nikolay Patrushev said Wednesday.

"It is evident that the White House hoped for a sharp deterioration of the Russians’ quality of life and mass protests," Patrushev said.

"[But] Russia has accumulated a sufficient reserve of economic, financial and - the main thing - political strength, it has solidarity and support on the part of foreign partners, including in the framework of most multilateral formats," he said.

Commenting on the results of his working trips to Egypt and the United Arab Emirates, Patrushev said "attempts to influence our states from outside do not stop." He said the US itself calls such attempts "efforts to improve the democratic situation."

"China and many other countries… use the term ‘color revolutions’," the official said, adding that Washington’s methods have not changed over the past few decades.

"They have been tested on the post-Soviet space, in Middle East and North African countries and other regions of the world," Patrushev said.

He said that "practically, financing of opposition forces continues under the pretext of human rights protection and the necessity to form civil society institutions."

"Simultaneously, unilateral economic sanctions are imposed. This is well seen from the example of the anti-Russian campaign launched by the United States under the pretext of the situation in Ukraine," he said.

Russian officials and companies came under the first batch of Western sanctions, including visa bans and asset freezes, after Russia incorporated Crimea in mid-March 2014 after the February 2014 coup in Ukraine.

Despite Moscow’s repeated statements that the Crimean referendum on secession from Ukraine was in line with the international law and the UN Charter and in conformity with the precedent set by Kosovo’s secession from Serbia in 2008, the West and Kiev have refused to recognize the legality of Crimea’s reunification with Russia.

The West announced new, sectoral, restrictions against Russia in late July 2014, in particular, for what the West claimed was Moscow’s alleged involvement in protests in Ukraine’s southeast.

In response, Russia imposed on August 6, 2014 a one-year ban on imports of beef, pork, poultry, fish, cheeses, fruit, vegetables and dairy products from Australia, Canada, the European Union, the United States and Norway.

New large-scale punitive measures against Russia followed in September and December 2014.

Russia has constantly dismissed accusations of "annexing" Crimea, because Crimea reunified with Russia voluntarily after a referendum, as well as allegations that Moscow could in any way be involved in hostilities in the southeast of Ukraine.
